In a modern OS the game might complain about missing msvcr71.dll and msvcp71.dll. If the game still wont start after installing every runtime since 2005 you can copy these two files into here. Maybe someone wants to take a backup of those particular files, as it is not a given that other dll files named the same will work.

The game seems to work as intended after applying this fix. Although the application wont close on exit, stays running in the background.
