ehm... You seem to be running it from WinRAR? When running executables from WinRAR, it unpacks the files into a temp folder, to be able to reference the other depending files, only to delete them later when they serve no purpose

It seems like you should either extract the complete archive to a folder, or edit some ini/reg file to point to the correct file path.

Other than that, it might be a problem with the release you downloaded.
