Unless new bugs apear, than the UTRP textures should have no bugs at all. And so far no-one reported bugs. (but if anyone finds them, please report them)
The UTRP S3TC textures contain ALL S3TC textures that were present on the 2nd CD and much more. All the bugs like Masking problems should have been solves as well as a bunch of misalignments, or plain ugly textures
Best way is to forget about the 2nd CD S3TC textures all together.
Install the 1st CD textures and the chaos textures from the 2nd CD and than overwrite those with the ones from the UTRProject.
The online skating player glitch, as it turns out this is a serversided problem, and server admins simply need to install the normal textures from the 1st CD + the chaos textures from the 2nd CD. (and
dont run the so called S3TCfix, at best it doesnt fix anything on the new S3TC packages)
Effectivelly they all need to switch to the default normal textures and never have any S3TC file running on the server.

And after installing those, make sure to change UseS3TC to True in the advanced options.
